Check this out from the PC modding community,  its a GTA IV mod called iCEnhancer which pulls together a number of different independant mods adding high res road and building textures, DOF, lighting and new models into one giant mod resulting in GTA IV looking like a game thats coming out in 2012! awesome

Dont remember being blown away by lighting and textures like that since first seeing the early tech demo of hl2 with the guy walking thru the loft and rays of light shining in. Now if only you could go in all the buildings.
